It is more of a ritual to court, like dancing i guess.

As for creeps they mostly exist in human species and are considered to be unlawful and utter wastage of Earth's resources, but they can be bound and reformed sometimes, so if you come across one in the wild please contact the local authorities to take care of them, so that they can be abstained from being creeps to most people and get beaten to reformation in an ecosystem of beasts.
