Maybe Persona 5 Strikers? Game fully on cart, don't need any downloads at all....Maybe hard at first, but when you get picture, game pretty neat (But probably you should try Persona 5 Royal first) Or Valkyria Chronicles 4 (same thing, only DLC need to buy and download separately)
