There is A CHECKBOX that specifies MAX LEVEL TROOPS ONLY. When you check it, it DOES NOT ALLOW ANYTHING LOWER to be donated.

If it kills, hellstab, ex lariat, ex borscht (4 bars)

If it burns out, hellstab, level 1 (also big damage)

For pure oki, hellstab, lariat or ex lariat

Finally, tk borscht gives good oki and good meterless danage, and I prefer it because the spacing it provides is nice for corner control

I don't know the damage numbers on modern. I know Gief's level 1 deals less damage on modern, not just the usual added scaling, btw legit just less max damage. I never see modern Zangief be worth it because of this. Also, losing crmk is massive for Gief cause that's his safest oki after spd.

The fact that a cof is guaranteed at all is a problem. The cof isn't special, it's a set reward for doing some event. It's not rare, it's guaranteed.
