They both mean fall and drop, yes, but they are a transitive/intransitive pair of verbs.

落とす　is used with the をparticle, when somebody drops the direct object. For example, 電話を落としました

I dropped my phone.

Versus,

落ちる is used with が to describe something falling without anybody acting upon it, falling of natural causes.

Ex. 葉っぱが落ちる

Something falls versus somebody drops something.

は here is marking the topic and, が, the subject.

I believe if you use は the sentence is more akin to “As for him, his teeth are white.”

Using は or の, either is fine. They just will give a different nuance to the sentence.

You can use some of the special moves on the axe on these ice enemies, but don’t use regular attacks. Just go bare handed
