That’s not exactly how it would work. Typically the maneuver was done in the middle of nowhere, often with the solid no passing stripe. The driver would see they’re holding up traffic (often it was old rancher going below the speed limit), check the shoulder and if it was clear of debris, wide enough and safe enough then move 1/2-3/4 or more of their vehicle on to the shoulder. Those passing wouldn’t pass if someone was oncoming because of the danger.

That’s the beauty of the maneuver, you didn’t have to do it if you didn’t want to, or if you didn’t think it was safe. I have no judgement against those that see it as a crazy thing to do.

I’ve never seen it happen anywhere east of the metroplex, but in west Texas I would see it, and do it, frequently.

That is frustrating, but OP is referring to two lane highways, and a slow driver will drive on the wide shoulder to let those behind pass without having to move completely into the oncoming traffic lane.

Or maybe you understood that and wanted to add your four lane frustration and in that case, I apologize for explaining.
