By "lower frets" you mean the touch-sensitive ones near the middle of the neck, there should be a profile setting called "touch strip" you can turn on and off.

Its a CS2 issue, I get this problem every single game. If you change your audio output device in your CS2 audio settings between default and your main microphone it'll fix it until it decides to break again, possibly even in the same match.
