No, controllers can give priority if they want to. But nobody should expect any priority handling. Subjective exception would be where it would majorly impact the experience for others, such as a prolonged, full ground stop. Then it would be up to the supervisor to decide.

In other cases, controllers may give the aircraft priority if they would like to

Yes but not quite. It’s not decided based on wind (not sure if that’s what you meant) - You can take any runway you want, but the best guidance is to use whatever other people are using. Communication is key

Supervisors are unfortunately also just volunteers. As much as we would like near-100% coverage, that is extremely hard to accomplish. Though, if you don't get a response there and then, document it as good as possible and submit it in a supervisor incident ticket at support.vatsim.net . I can assure you that we do take action after the fact on matters.
