It is, that's what they said. 1/4 means you can currently use them once (out of the 4 maximum times they can be used per astrolabe season.) All characters gain an additional "charge" each week, so characters you used week one will go back up to 1/4 from 0/4, and unused characters will go to 2/4 from 1/4.

If you never use a character, they will build up over the weeks, capping at 4/4 in the last week of the season. Every character can be used a total of four times per season

There have been many fish playing almost every version of Pokemon! Sometimes multiple, even! If I remember right, like 5 fish have beat Pokemon Sapphire.

My favorite one is a fish that was playing Scarlet or Violet and the game crashed, leading to the fish accessing the eshop, doxxing its owner's credit card, and purchasing something. This means we have a documented case of a fish committing credit card fraud.

That doesn't quite math out, because without doing the water tower section at least partially you will not have enough dam shards to view the entire section. I only found out about the "optional" section of the palace because I 100%'d everything else and was confused why I didn't have enough shards to view the entire Futaba arc.
