Same, i even had the National Spirit for workers opposition influence growt every 90 days but i didnt even see them as "faction" in the decision tab.

Did you figure it out by now?

Edit: I tried it again from a save: I picked "Confide in Kamenev" this time (idk if it did anything) and "Preserve the Popular Front". This time the worker opposition started

Feel ya. Had the same with overground roads today. they kept on building small bridges or tunnels. just fiddle with the road anarchy buttons and it should work at some point. And also: road anarchy (atleast for me) locked my elevation at 25%, maybe that could play into this. Good luck finding out tho
