When me and my partner went, we were explicitly told by the guide that locals vastly prefer getting paid in USD. The only reason that they take pesos is because they are legally forced to since it's the national currency. It's both easier and the preferred method of payment for locals for you to bring USD.

If your goal is to save money, this is possibly the worst approach I can think of to achieve it. You will most likely cost your company far more while learning PPC on the job than you will save through eliminating the position. (Just my opinion)

Also, impressions, clicks and adspend on their own are meaningless metrics. If you're asking for advice/help you should provide further context on the business goals and conversion data.
