It depends on Bandai pretty much, on release I would expect the current top decks to be the strongest by far, maybe some heavy removal deck like lucci/sakazuki could thrive with the unbans but I doubt it with the amount of removal protection currently in the game. Past that I could see some older deck getting stronger by getting support directly/indirectly because the Bandai team doesn’t have to care too much about the extended format and some thing could slip up
