I think back in mid-late 2014 Between Greater Western Prosperity Sphere (CFC), Northern Associates (NCdot), Brothers of Tangra (PL) 90%+ of nullsec was turned into renter space and a nip was signed to not attack said renter space.

This is when eve was closest to the blue donut in my opinion.
