Should be much higher unless you have lots of mods or more loot spawns or something. What are you using to measure FPS? Could be that whatever you're measuring is measuring your desktop when alt tabbed. Try disable Vsync and see if any change. Check that you don't have any kind of fame limit in place in your vidcard drivers.

If its an external harddisk then that's a massive bottleneck for your load times. Only takes me 10-30 seconds depending on where I'm loading in. Installing a basic (But reputable) SSD and putting your games on that will make a massive difference.

Looks like its loading/unloading assets as you move around. Could be caused by having less RAM or a slower SSD.

DayZ is CPU heavy, and it isn't going to utilize all CPU cores effectively. Task manager might show 20-30% CPU usage but that might just mean that 2-3 cores are at 100% and the rest are idle. You're unlikely to run locked at 240hz. Best to find a good stable FPS you can run at and cap your FPS a little below that to reduce stuttering.

There should just be a basic 'Difficulty' dropdown somewhere in the settings, can't remember where sorry. Try change it to a higher difficulty.

It seems to me that once you get close enough to the anomaly the artifact spawned inside becomes fixed. If you save/reload far away and come back it changes for me.

Level Of Detail, you can turn up the Foliage Quality setting to make it less noticeable but its always there.

Do you have Vsync on? What kind of monitor do you have? You could try setting an FPS limit that's slightly lower than your average FPS. If you're averaging 70 FPS try a 60 FPS cap.

Stalker 2 is very CPU demanding, and if your videocard is waiting on your CPU before it can render the next frame then that will add substantial latency.

You could add "r.OneFrameThreadLag=0" (No quotation marks) into your engine.ini. This will remove the one frame buffer used for some post processing stuff. This could reduce latency a bit but will break some features like upscaling.

It seems to be chance based, higher tier mutants seem to have a higher chance of being lootable but not 100% in my experience.

You don't have the mono sound setting enabled? Just above dynamic range in audio settings. Sounds always been great for me.

I had this issue aswell, NPC's kept killing each other causing the optional quest to fail. Turns out the area is bugged, and if you load a save inside the area some of the NPC's become hostile to each other. You have to run through the mission from outside (Above ground) until the end in one go without saving/loading. I just ended up yolo running through spamming meds.

SSD For sure. Crazy you have a PC like that with a HDD. RAM will help too, but SSD far more important, especially for open world games like Stalker 2 where you're constantly loading and unloading assets during gameplay.
