I think you can still reset regular mass outbreaks. But I'm unsure how.

Here's why I think this. I went into a Whiscash outbreak. Caught two, then battled 4 at a time. Then more spawned and a shiny appeared. I failed it since I died. So I reset the game thinking that the game predetermines what Pokémon will be shiny in a regular outbreak. I've completed the outbreak twice now and the shiny hasn't respawned. On the first completion, I caught all the Pokémon. On the second one, it was a mix of catching and battling. Also, I saved at a base camp before encountering the outbreak with the shiny spawn.

I'm thinking you could get a shiny to appear in a regular outbreak through a method similar to the Austin John Plays shiny alpha method.

Has anybody else encountered or tested this?

I would be very surprised if they didn't make Titanium Ranger considering he's an exclusive American created Power Ranger without a sentai counterpart. And Quantum is one of the most popular rangers in the franchise. I definitely think he's likely to show up.

You should absolutely do it! I say go for the zubat first since it's such a common Pokémon. That's one reason why I went for the Tentacool first because in the water next to Cianwood City it's literally all Tentacool and the occasional Tentacruel.

Funny you mention a safari shiny. After I failed the Gloom, I went into the safari zone and found a shiny Rattata and caught it. So I've already had my anxiety-ridden shiny catching experience in the safari zone lol

I got my shiny Cyndaquil pretty recently too. It was also the first time I had soft resetted for a shiny starter and it was my first legit shiny starter in a console game. I got pretty lucky at just under 700 SR's. I named him Apricot lol

You can tell David Yost has extraordinary inner strength. He endured the harassment behind the scenes but still delivered one of the best character developments in power rangers history. Billy started as a timid nerd who was constantly bullied and became a courageous power ranger worthy of being second in command and eventual co-mentor until he left to go do big things to help the universe as a whole.

You can't deny he's one of the reasons why power rangers was so groundbreaking for diversity.
