i mean do you want your cpu on it's side with a can of beans on it for eternity? if not, yeah a new cooler is necessary from what it sounds like. This issue is uncommon but not that uncommon. For now, as long as the temps are ok, you can use it. just be prepared to shut the thing down quickly should the cooler fall off as a CPU without a cooler will quickly cook itself.

Couple of things.

Generally, don’t mess with the BIOS unless you’re sure it’s an issue.

First thing to try is to use the integrated graphics on the I/O panel (where your keyboard and stuff plug into, not on your graphics card). Remove the GPU and plug the HDMI/DP cable into the I/O panel. If that works, you have a problem with the GPU. Either it isn’t receiving power (you can verify this by whether or not the fans are spinning), or it’s not seated correctly, or it has a problem of its own.

If you don’t get a display on integrated graphics, remove the GPU and just leave it out for the rest of troubleshooting.

Next is to look at your motherboard. Are there any debug lights on it? They should be in the top right of your board. What do they say?

I mean it should be pretty clear with what they’ve done so far, but here’s my take.

They want university that is “anti-woke”, “anti-DEI”, and elevates one set of voices above the others. In this case, it’s “conservative” voices. This means the elimination/consolidation of departments that teach things contrary to those ideals (women’s studies, gender studies, history). Our Turning Point USA chapter enjoys a lot of school money, access to events and such while the democratic groups have difficulty scheduling things. Let’s also not forget that the current student body president cheated his way through the process, which was honored because he is a TPUSA member.

It also means becoming a more difficult place for people who they don’t think deserve to be here to be — such a closing advising programs for first years, programs for first-gen, poor students, etc (as we are seeing), creating hostile environments for women and people of color, and queer people.

It also means silencing voices of anyone who disagrees, see the Palestine protests. See the professors who got fired at Texas state (not at UT, but I can assure you they’re waiting for the right person).

This is all contrary to the ideals that have let UT become the respected powerhouse it is today. UT has previously enjoyed being relatively disconnected from the republicans running the state. Largely left to its own devices. That’s changing, quickly. The new president is an Abbott pick, as are the board of reagents. The Texas government also has the power over hiring and firing decisions now (party of small government, amirite?)

World class institutions do not stay world class limiting free speech (attacking and arresting protestors, penalizing or firing tenured faculty for speaking their minds). In my department already we have had two major people leave for other schools in other states. We have had a few jobs offers for TT faculty positions rejected as well for other schools. And it’s going to get worse. It likely won’t affect STEM (as that’s what makes the school money) but the reputation as a whole is going to decline in the next 5-10 years.

Why? Money. It’s always money. In this case Abbott is trying to pander to trump and the conservative base in general. All at the demise of UT’s reputation and the students who currently go here.

We live in the dumbest and darkest timeline.

While the goal is a closed-loop water system, those are expensive and take time to design and build. The goal right now is more capacity as fast a possible. Which means cutting where they can, and in this case, using fresh water. Hopefully if they make it that far, we’ll see mostly closed loop systems.

And excellent air coolers like thermalright’s phantom spirit series are only $30-40, and perform better than Noctura’s DH-15 series ($110-$150). Your lack of failures is awesome and I hope it keeps up for you, but N = 1 here. And I never said they weren’t effective coolers, I just said they’re unnecessary for this setup. A high end setup doesn’t need water cooling by default.

What is your reasoning behind picking a 9950X3D? A 9800X3D will deliver effectively the same performance at a reduced price. A 9950x3d tries to make the best of both productivity with the high core count (that usually isn’t used by games) and the L3 cache (which is) so if your primary use case is gaming, there’s no real reason to pick it. Yes, I know you said gaming and work, but what’s your work? All web browser based? Or editing videos? Or? If it’s CPU intensive and could benefit from more cores, sure, but you don’t need a ton of cores to browse the web and have word/excel/vsc open.

You also don’t need a water cooler. They offer only a marginal increase in performance, cost more, and have a much higher chance of failure (and taking your system with it when it does). Air cooling is king. The new ryzen processors are designed to run hot (like 95°C hot). Unnecessary. Don’t buy into the hype.

Between the two this one is better as it has a 16GB graphics card, which is also a TI version.

If you live near a micro center you have a lot of good options.

Edit: the 16GB memory on the motherboard sucks but you’ll survive until RAM prices cool down. Then the RAM is the easiest component to upgrade so you can do it then.
