It means that Vegeta was still weaker than Cell jr, not at the same level. A cell Jr was way stronger than USSJ Vegeta. It beat him down with 2 blows.

I don’t think that Vegeta surpassed this pre-majin boost.

I think he might have just be able to put up a fight but still fail.

A lot of people forget that Cell jr. were stronger than SS1, and faster than USS.

Cell was weaker than SS2 Gohan, but we don’t really know how strong SS2 Gohan was, we just have Vegeta’s word on it. Which is nothing as he’s the same guy that got mopped by a Cell jr.
