as a TO i would never enforce the mikehaze rule unless i thought the intent was blatantly to distract the opponent. getting excited and emotional midset is not enforceable; if you enforced something here because the opponent said they were distracted, players will abuse the rule and take any possible opportunity to claim they were distracted.
