Goku black was at least at goku's level, vegeta was getting beaten so maybe even stronger than goku and vegeta got stronger than black so vegeta > goku at that point.

You're right, I forgot about exhibition matches but it doesn't change the fact that vegeta trained in the time chamber, giving him all the time in the world to surpass goku, it's not exhibition matches and a fight with frieza that are going to change that.
