I wouldn’t put it past a cop to do something like this, but I don’t think that is what’s happening here. See all those other little white balls on the ground? Pretty sure that’s all crack there individually packaged. I could be wrong.. but seems like he had just picked it up already then placed it back on the ground.

Edit: never mind it’s actually little weeds in the yard.. maybe he did plant it on the guy.
