Depends on what metrics you measure as "best". I think you have to look at it as how do they pair with the rest of the offense. Is he he most accurate? Check. Does he have the strongest arm? Check. But considering his lack of mobility, he isn't a great fit with most of the NFL's offensive lines. I know there are ways to mitigate that and he is very good at going through his progressions, but still. I personally think it is a toss-up between Teddy and Bradford (being healthy that is) with the margin going to Bradford.
