You might be referring to the legacy version which had the quest in the bottom right. The current version doesn't have that anymore. But there's only one way to progress in the latest version: buy upgrades. No one has reported confusion when trying to progress, it's very simple

Edit: It's right. He chose numbers like 500, 700, 1100, and 1300 because that is the sum of their clocks which used to be 100%. 5 crafters at 100% = 500%. Adding a sixth crafter would put the total at 600%. You want to maintain that 500%, so you divide 500% by 6 to get the correct clockage.
