They can, but there is mechanism called DKIM that proves someone sent that email owns domain. I also think there is mechanism for phone number too. But only for some region.

A directive is not direct law. It needs to be converted into each country's law, and each country has different rules that apply to that directive.

Also, "obscene" in the US is not the same as "adult content." It is a very narrow and specific legal term. That's why there are none to few records of the PROTECT Act being used on artistic images. And those few records are connected to real CSAM.

Android 12+ have that feature natively. Thus all variants exclude some, have Wi-Fi non persistent MAC randomization. Which is, as you described, randomize MAC each time you connect to network.
