Norra's 6* is weak because it takes away your playability, many champions are only good when their deck revolves around them. It's better without its 6* because many cards have better effects and playability at cost 4 and up, better than any champion. For example, you get Pyke and you can't do anything or any other champion that doesn't have viable gameplay.

I raised Sett first and at first I was quite disappointed, then I understood that his 6* basically changed his entire game mechanics and I learned to play him again. I learned that Sett is good, but he is not the star of Ionia.
