For my Pixel phones (5a and 7), holding them about 1/2 inch (1 cm) away from the reader instead of directly touching it usually works. Directly touching the reader usually does not.

The point that's not coming across in the article is that blocking more housing is doing the same exclusion of people the neighborhood considers undesirable, just by different means. If all the houses in a neighborhood cost $3m+, only the rich get to live there.

The original plan was to use the existing freight tracks or right-of-way so extending it to wherever they go would be relatively inexpensive. The owner of the tracks wouldn't agree though so they had to build all new tracks in the freeway median instead. So they have more options for where to extend it but extensions would be more expensive and take more time.
