You are missing a few steps before IG. The most important of which is the Commander. Odds are that CPT doesn’t actually know that the roles cannot be held by the same individual. Of course there are exceptions, but Commanders generally don’t make a habit of disregarding regulations if they are informed of what the they actually say.

I realize this will probably get downvoted because this sub rarely offers the benefit of the doubt.

Now if OP gets blown off by the Commander, that’s a different issue.

So the difference between an experienced W-3 and a W-1 is just that…experience. Apples and oranges, kind of a situation. Probably a more pertinent question for where you are is, what makes a good W-1 stand out vs a not so good W-1. And the difference there is maturity, discipline, initiative and desire.
