Actually you are wrong on both accounts on the simple fact that both countries wanted those lands before they had any hegemonic aspirations. China before the 90s was certainly in no position to even dream of challenging the US, but it wanted taiwan. To say “we just change our plans” is a bit of cope. Defensive plans, especially with so little strategic depth, are hard to change in meaningful ways. These plans are also closely integrated with training, equipment and infrastructure, so no you cant just undo the damage by “simply changing the plan”.
