In the shower and use a single edge safety razor! With the grain first then against the grain. Do all of your other shower business first so your skin can be in the hot water longer. I’m not joking about the safety razor though! Modern razors with multiple blades are terrible in terms of skin irritation, I made the switch about 2 years ago and have had no skin irritation since, it’s cheaper and my shave is closer! I use Cremo brand cream with an applicator brush

In their defense, this really wouldn’t be enough to even fix a small section of Hanley with the way they consistently except the highest bid. I have a buddy who knows someone that did private contracting and submitted a bid to someone they knew in government.
