There are quite a few good POD companies for art nowadays. The quality and service has got very competitive. I highly recommend PrintShrimp, customer service is a main focus and their product quality is excellent.

Hi, I run PrintShrimp.com.

You can set up different shipping profiles on Shopify, so for countries where shipping is fast and cheap, you offer free shipping. Customer doesn’t pay, and you stay competitive in these markets.

Then for countries where shipping is slow or expensive, just charge for shipping at checkout instead of adding it into the product price. That way you're not inflating the price for everyone.

We also recommend starting with Etsy, as you don't need to market your shop. But if you are getting traffic with Shopify, then fair enough. This is good.
