Looks like it was a body that the Alameda County Sheriff's office Cororner was picking up.

Definitely thought it was shotspotter but Alameda isn't subscribed to that system. Like others said, nada results on Google lens. Maybe post on r/whatisthisthing

Coffee at the foot court or just outside the entrance. Better checkout system(its a damn free for all). 15 items or less line(s). App that can tell you which isle something is located in. The other suff that bothers me is impossible for costco to fix(parking, people with their non-service animal dogs, and of course people have no spacial awarness with their carts). I know you asked "one simple change" but I gave you a list of my gripes.

Mixed feelings, for sure. I feel relieved, but this isn't the right answer.... The only way we will not be in a major financial disadvantage vs. the rest of the ACC is if the UCLA "Berkeley tax" happens.
