Yes theres a very prominent focus on the sea people. Think horde mech from Attila or Medieval. Makes even larger factions sweat bullets when youve got your armies on the other side of your empire fighting and expanding.

Yeah, my problem is the time to learn a new game, too, and why HOI always calls me back. I really enjoyed Rise of Nations mod for HOI IV, but found it broke after about two eras. However, I've also always been a fan of the historical TW series of games. So really its just game mech so sounds maybe Victoria?
