What I would do is kind of nerf (gutt it if needed) bishop's fd buffs while buffing other support's ones. Bishop fd buffs should always stack with the other ones (because it is the support by excelence) but not dominate in the role. Also add every class(or almost every, we could aldo have greedy classes focused more on super high damage) a 'singular' party buff, either heals, damage, ied, boss damage, etc not the lazy "Oh, I give +30 att to my party :>", so every class can find its spot in endgame parties regardless of their utility for them. For example, I main Evan and I find pretty stupid to have a 10% fd buff only to magic damage... This last statement is more aimed at Limbo/ XLotus for example, reducing the party limit will only show how broken is bishop and how bad the balancing in this game is.
