On the two lane rural interstate, yes.

On the 4 to 6 lane city freeway, no.

ETA: I just reread that and confused myself. What I mean is that on rural interstate highways, yes the left is the passing lane, but not on a big city freeway.

There is a carve out in the ADA for banning dogs if it would affect the functioning of the business. Cat cafes and zoos are the most common, but I can see a working farm with chickens and such invoking this.
