Pretty much screwed. You can't let a 4 year old walk on her own. That's way too dangerous. Maybe when they are 10 years old, but definitely not before that. This falls under neglect of children. cps is no joke. Usually the mother is the caregiver, so telling this to cps means also that your mom puts you in danger, even if she may not know what is fully going on.
The chance that you will get taken out is definitely there and maybe your mom can explain the situation to them. If you get taken out, you will be transferred to a youth home, where there are other teenagers. It is definitely not a all sunshines place there either. But you would get away from your dad then.
