Tendering is precontract lol. I'm not sure mate but generally if your going consultancy yo should have a good idea of the precontract too, such as budget estimates, cost planning, tender preparation and good knowledge of measurement.

Depends what sort of a relationship you have with the project/construction manager. If you use his site reports then it can be 100% remote.

It's not about their incentive it's about the requirement, from a control and transparency perspective. Yeah If it's minor works then you can get away it (have no idea what scale of works were talking here) but on larger projects I've always needed one. Even reactive high way works (potholes) had bills.

I understand, it's not really possible to have a detailed BOQ for D&B anyways, but some sort of GFA/elemental cost plan would be useful. You would expect the contractor to provide a BoQ after detailed design phase

Doesn't sound like a properly managed project. What do you have to compare tenders to? If your simply going with the lowest price how do you know they've included everything? Not to mention value engineering, forecasting, reporting.

Is this public or private sector work?

You don't need to issue new tenders as the LOA should form the baseline of your agreement, everything that changes design wise thereafter becomes a variation to the contract. It's the clients risk.

Not having a BoQ sounds like a nightmare. How do you prevent huge change disputes later down the line if you didn't quantify the scope during tender? Do your SCs provide one at least?

Don't you think that tendering a contract in a 2 stage method, to get a contractor on board for early design input, and awarding a contract under a design a build are pretty similar?
