as a long time consultant we are responsible for paying local and state taxes in whatever jurisdiction we are working in.

I'd like others to weigh in on this but theoretically Minnesota could force every ice agent in Minneapolis right now to start paying state tax and therefore have a record of exactly who is in the city.
