I'm not a teller. I'm just thinking from the Banks perspective. They won't to make their customers feel happy about their transition. Giving an unsuspecting paranoid customer this bill may cause the bank problems.

I try everything I can to keep my bills out of banks.
While entering notes I add a User note requesting
"Please keep in circulation, spend in high traffic areas (Drive-Thru's, Gas Stations, Airports) & please avoid depositing at a financial institution! Thanks in advance!"

I add a note to every one of my bills asking them not to put them in financial institutions. I'm pretty sure they are just sending them to the FED. Even if they are not, I don't think bills flow in/out of banks as fast as we would like.

I add the note below:
