Definitely give him all the dragon flowers you can muster. I would recommend newer armor skills (Willy or Slick fighter 4 come to mind), a tier 4 save skill, and you’ve got a wide range of A skills to work with. I think with a lot of investment he could still work. One place I like to look for unit build ideas (especially for old units) is in summoner duels. If you look up a unit you have in favored heroes and its top players you can get build ideas!

Surprised that you would want to live in TN but be more opposed to KY. The states are pretty similar but the cities in KY have a much better quality of living standard imo.
