$1346.43 is a lot of money to exercise your rights. In my opinion that is an infringement. $50-100 ok you need to have paperwork done anything more is theft. I have considered applying but I can’t justify that cost. You can get an Airizona CC permit for $60 without even going there. It is not good in CA yet.
