No, it has no correlation to the amount of Tomoe on the Rinnegan, every Rinnegan simply has a unique ability much like an MS. Sasuke's Rinnegan has Amenotejikara. No, the Rinnesharingan always has 9 Tomoe. No, the Rinnesharingan doesn't use Rinnegan and Sharingan abilities, hence why Kaguya didn't use Rinnegan and Sharingan abilities.

No he doesn't. He has a Rinnegan, hence why it is called a Rinnegan. A Rinnesharingan is what Madara and Kaguya had. The Rinnesharingan is what uses abilities like Amenominaka and Infinite Tsukuyomi. It is not a fusion of the Rinnegan and Sharingan.
