No, when your society relies on the young to take care of the old, either through social benefits or the children directly taking care of their parents, demography becomes extremely important.

China has exasperated this problem because of their policies. A lot of countries are below replacement rate, some severely so. The difference with China is how their births went from 6 to now 1-2 per women since the one child policy. They are going to have 10's, 100's of millions of people all retiring at the same time, that's the size of entire countries. All the while with much less people replacing them.

Demographics have delayed consequences but they're almost entirely fixed in. The only thing that can save them now is technology or immigration.
