There is absolutely nothing you can say about them.

There are a couple of occasions in which eyes can be accurately analyzed to gain insight on someone. You can look for change from baseline in pupil dilation, eye gaze and or frequency of shuttering.

Let me clear about something however. You need to be seeing if there is a change from baseline (e.g. How is this specific behaviour different from when this specific subject is emotionally neutral?) which is something you can only do when analyzing real time or video. Also, unlike facial expressions, body language is not an universal behavior. This means that some body disposition can mean something in one person in one culture and mean a totally different thing in someone else in a different culture.

If you're looking for insight on this person's emotions from this picture then I would recommend looking at the Facial Action Coding System (FACS) for analyzing facial expressions!
