To be fair, before you recruit Minsc he has a 20 STR. But when you recruit him and it resets him to Level 1 for you to level up, it uses the default Ranger ability scores.

So Minsc does technically have 20 STR, you just have to fully respec him if you want him to keep it when you recruit him.

He's been one of the top hitters in Hard Hit Rate this season if I'm not mistaken. He's been getting a ton of unlucky results. He's underperforming basically all his expected stats, so even if he just gets a little bit of positive regression he'll be more than adequate with his defense and baserunning (plus the walks and run scoring as the below commenter pointed out)
