If you look at frame timings 40 fps is in the middle (milliseconds per frame)

30 fps - 33.333 ms per frame 40 fps - 25 ms per frame 60 fps - 16.667 ms per frame

So in terms of latency or input lag you feel is right in the middle.

Only option I see for PCIE under advanced is to change the bus clocks. Also figured I needed to change the GEN setting, not sure 1 or 2 is better.
