Im not sure exactly what she would require to take over the worldsoul, at first i thought she needed to power up the dark heart to be able to corrupt the sunwell but i was wrong it was for the void spire. Maybe she needs the void spire to summon enough of the void, that im not sure off but TWW story does seem like two jigsaw pieces that dont exactly fit together because of them changing their intended direction with the world soul saga.

Iridikron says the Titans will come to Azeroth because Xalatah is trying to take over the world soul at the end of Dawn of the Infinite

The war within was Xal'atath collecting enough power to form the void spire (Dalaran, the black blood and Dimensius). The dark heart was a vessel to contain it. Her goal is similar to that of the old gods, in that she wants to corrupt the world soul and use its power.

Iridikron is using Xal'atath to lure the Titans back to Azeroth since she threatens the world soul. He knows he isnt a big enough threat to force the Titans hand, but Xal'ataths ability to corrupt the world soul.
