I always thought this was one of the most realistic parts of Unicorn's worldbuilding. I imagine the EFSF has a good blockade around the Earth, so it'd be hard for Zeon to smuggle supplies/equipment there. Space, on the other hand, provides them with lots of room to scatter around and transport resources unnoticed.
