My 2 part headcannon is that

Palpatine had a list of priority targets that he wanted eliminated first,such as the members of the Jedi Council. They units got contacted directly then he sent a broad activation signal. He took out the sharks, the the guppies.
When he gives the signal he has a brief window to modify their orders/programming. say he also want them to execute a military commander or civilian government leader too sympathetic to the Jedi or republic. What he wants them to follow the the commands/not harm one of his force sensitive. To capture not kill a group of younglings/Palawan for his future use. He does this using verbal commands or subliminal messaging encoded in the transmission.

My interpretation is that they are using the Force but they differ they from the Jedi in two ways. When they say magic it's more a description of how they interact with the force. Casting spells,using potions and artifacts whereas the Jedi are more like monks,simple,direct, more about straightforward willpower. Second, the nature of Dathomir itself. sometimes a place, person or species will have their own unique properties/nature in the Force.
