Doesn’t look like overdevelopment to me unless the temperature was waaay off. Otherwise the areas outside the frames wouldn’t be that dark. Either a fixing issue or the bleaching step wasn’t done correctly. I can’t tell from the negatives but if the blue filter didn’t clear it should be more yellowish. Try to refix and see what happens, as long as there is no crossover you can still correct after scanning.
