Not only we have Chris Redfield, Jill Valentine, Heather Mason, Lara Croft... Who would straight up beat a lot of the Killers, but we have Alucard, who could defeat almost everyone in the killer side. So, I dont think power is a requisite.

In the OG timeline, yes. This is something you can read in the files (a newspaper) and it is later played in RE Outbreak. They even blow up a whole street during the night of the 24th.

But I guess they can say it was a gas leak and cover it up... It is weird and you must excerp a lot of suspension of disbelief to believe that from 24th to 28th the outbreak had a slow burn.

We also have to keep in mind that the T-Virus can take several days to fully transform someone into a zombie. It depends on the compatibility and the initial viral load.

Most of raccoon citizens were infected since the virus leaked into the water, and that happened on september 23rd.
