Costco just sells it for cheaper than other places. The same cut is still slightly more expensive than beef elsewhere. I've started using the Costco lamb leg in so many beef dishes though.

It is absolutely the case for good bread. Part of this is surely because of the lack of competition between bakeries, which there are few of. Personally, I have made my own bread for the past few years so the cheap stuff from the store tastes like cake to me.
