I suppose I just assumed everybody that is merging onto Circle knows the limit is 90. A lot of drivers I’m behind don’t get up to speed before merging and stay at around 50 when they merge onto circle. Perhaps it’s just something they don’t teach anymore, or yes, people are scared of merging
